Center to Improve Program and Project Performance

Project Overview

Insight is supporting the Center to Improve Program and Project Performance on behalf of the Office of Special Education Programs (OSEP) in the U.S. Department of Education in its efforts to provide technical assistance to OSEP program officers and grantees. Technical assistance activities center on evaluation design, grant implementation, and performance measurement with a goal to enhance the performance of programs and projects funded by the Individuals with Disabilities Education Act (known as IDEA).

Part of this work includes facilitating “3+2” reviews of multiyear grants at the end of the second year of funding to help OSEP assess grantees’ progress and inform decisions on issuing continuation awards. For these review meetings, Insight provides logistical and administrative support, technology services, and access to conference facilities. Following the meetings, Insight produces final reports summarizing evidence of grantees’ progress and highlighting key decisions.

To assist OSEP with the collection and analysis of Government Reporting and Results Act data, Insight—

  • Interviews project directors of Technical Assistance and Dissemination (TA&D) grants to assess their promotion of scientifically based or evidenced-based practices in the states and districts where they work
  • Analyzes information collected and produces biennial reports on the TA&D long-term measure in the Annual Program Report
  • Assists with the development and dissemination of technical assistance materials to help TA&D grantees report on their progress
