Landscape: Bias in Early Childhood Learning Assessments

Project Overview

Students of color, English learners, and students with low socioeconomic status have lower educational assessment scores than their peers across many domains. Although many potential causes for the gaps between these vulnerable subpopulations and their peers are apparent, one potential explanation of increasing public and research attention is systemic bias in the educational assessments themselves.

To help inform this ongoing discussion, the Bill & Melinda Gates Foundation contracted with Insight to conduct a comprehensive literature review of the measurement and prevalence of bias against vulnerable populations in early childhood assessments. Insight—

  • Developed a review protocol designed to capture information about each publication consistently and efficiently
  • Identified and reviewed relevant publications, including journal articles, test publisher technical reports, and gray literature reports
  • Convened a roundtable to discuss findings and develop directions for future research with subject matter experts and community practitioner experts
  • Developed a summary report to present findings of the literature review and discuss directions for future research
