This project was part of an effort by the Centers for Medicare and Medicaid Services (CMS) to improve outreach to beneficiaries who were not enrolled in Part D and/or the Part D Low Income Subsidy (LIS). The LIS was made available under the Medicare Part D prescription drug program to help individuals lower their prescription drug coverage costs. As a subcontractor to Deloitte, Insight analyzed administrative data on the number and percent of the target audience of LIS outreach by county.
Insight developed a series of more than 100 county level maps that provide demographic data to pinpoint the location of beneficiaries who have not enrolled in Part D and/or the LIS so that outreach and education can be conducted. Insight developed and implemented an interactive Web site to present the maps along with part of the LIS Outreach Toolkit to help Medicare beneficiaries learn about and apply for the program. The project helped CMS and its partners to continue outreach to find and enroll individuals who may qualify for the LIS program.
Program Evaluation; Secondary Data Analysis and GIS Mapping
As part of this project, Insight developed and programmed an interactive Web page for placement on the CMS Web site (September 2008).
